One position will be located at the Lake Michigan Filtration Plant in West Olive, MI and the other will be located at 1900 Oak Industrial Dr NE, Grand Rapids, MI.
The purpose of this job is to assist the Water System Manager in direct oversight of each of the divisions in the Water System. Performs work pertaining to capital budgets for Water System Infrastructure and operational budgets for each division in the Water System. Performs work pertaining to policy and rate setting programs for the Water System. Develops and modifies policies with respect to the Grand Rapids Water System Rules and Regulations.
Minimum Training and Experience
MINIMUM QUALIFICATIONS
Required Education and Experience
Bachelor’s degree or associate degree from an accredited college or university in Engineering, Water Resources, Public Administration or a related field
At least five (5) years of administrative experience in public water treatment operation and maintenance. Prefer experience in community water supply with oversight of business operations, water treatment, distribution operation/maintenance, and/or engineering/planning.
Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
Required Licenses or Certifications
State of Michigan Drinking Water Operator License (S-1 or F-1)

ESSENTIAL DUTIES & RESPONSIBILITIES

Provides senior level staff oversight, leadership and management of Water System in absence of Water System Manager
Provides senior level project oversight and management
Assists the Manager in providing direct supervision of the Division Heads that oversee Utility Field Operations, Water Distribution Operations, Utility Engineering, the Lake Michigan Filtration Plant, and the Utility Business Office
Manages assets, capital projects and provides short- and long-term operational planning; uses reports and data from staff and technical programs to plan future improvements
Plans and monitors Capital and Operational Budget for all operational divisions in the Water System
Develops rates and policies and promotes interagency coordination
Interacts with the Executive Office and Elected Officials to assist in the resolution of customer and construction items
Keeps abreast of new technologies and advances in the Water Utility area in order to assist the Manager in leading change and transformation efforts relative to continuous improvement
Assists in the development and submittal of grant applications
Stays abreast of regulatory changes and leads regulatory compliance programs
Performs related work as required
